政府采购是政府履行行政职能的需要 ,也是政府影响和控制国民经济的一种宏观调控手段 ,建立政府采购制度既是保障我国国民经济健康发展的需要 ,也是构建廉洁高效政府的重要途径。立足我国国情 ,参照国际惯例 ,从政府采购原则、采购机构、采购模式、采购法规等四个方面对建立我国政府采购制度进行构拟。

Government purchase is not only the need of government to fulfil it's administration function,but also macro mean of government to affect and control national economy.To set up the system of government purchase is the requirment of ensuring the healthy development of national economy in our country and a main way of establishing incorruptible government as well.This article makes a study on founding the government purchase system in our country,and pays much attention to purchase principles,organization,models and laws.
