摘要
目前我国正面临着高技术人才通过留学或移民的方式而大量流失的现状 ,而从全球角度来看 ,这是一个国际人才流动的问题。高技术人才国际流动速度的不断加快 ,有其历史背景和理论成因。尽管现在包括我国在内的许多发展中国家正处在国际人才竞争的不利地位上 ,但只要各国能结合本国国情 ,制定相应的政策措施 ,改善人才环境 ,实施智力引进 。
Thousands of High tech intelligentsia go abroad by emigration or studying abroad. In fact, it is a problem about the international movement. With the globalization of the world, this kind of movement is becoming more and more quickly. The formation of this situation has its historical and theoretical backgrounds. Though we are in adversity in this world-wide intelligentsia competition now, we can still try our best to improve the working and living surroundings for these people according to our country's conditions.
