论转制科研院所承担国防科技任务的经济性

On Economic Effects of Sci -tech Task s of National Defense Undertaken by R &D Institutes in the Process of System Transformation

建立现代企业制度是我国国有企业改革的目标。1999年启动的242个科研机构改制转企是国家科技体制改革,实现科技与经济紧密结合的重要举措。本文在分析国防科技任务的特点与转制院所追求经济效益、利润最大化的企业目标差异的基础上,阐述了转制院所承担国防科技任务并不影响院所的经济性。相反,可给院所带来长远经济效益,并提升院所的人才、技术、无形资产等潜在价值。

It is the primary goal in the reform of state -owned enterprises to establi sh modern enterprise system.The organizational transformation started in 1999,involving 242scien ce and technology organizations,wa s a sub-stantial step in national science an d technology system reform,transfe rring R&D organizations into enterp rises,and thus closely combines science and te chnology with economy.Based on the a nalysis of characteristics unique t o science and technology tasks of national defense,the article argues that it will not influence the economic e ffects of these institutes to bear science and technology tasks in national defense.On the contrary,it can bring long -term economic profit to these institutes,so as to raise the potential values o f their talents,technology,and int angible property,etc.
