信息不对称下对我国科技开发专项资金“追踪问效”指标体系的构想

Indicators of Performance Tracing a nd Evaluating System for Science and Technology Development Fund under Condition of Asymmetric Information

本文对我国科技开发专项资金资助项目中普遍存在的代理人问题进行了分析,表明信息不对称和契约不完全是导致项目承担单位逆向选择和道德风险行为的根本原因。本文从“追踪问效”指标体系的功能设计入手,通过构建项目中期评估、结题评价、后评价全过程、全方位“追踪问效”指标体系,从评价与激励机制上来引导和激励项目承担方实现委托方的目标。

This paper analyzes the widespread a gency problems existing in the proje cts supported by science and technology development fund,concluding that asymmetric information a nd incompleteness of contracts acco unt for most of unethical behaviors of proje ct entrusted party.It discusses the function design and its building -up process of indicator system in performance t racing and evaluation,which comprises 3stages of mid -term,final and post -project evaluation.A comprehensiv e evaluation system serves as the incentives for project entrusted party to fulfill the purpose as required.
