The Market-oriented Economy and Social Democracy

市场经济既然是中国社会发展的取向 ,社会民主的建设也应该建立在市场经济这一新的背景之下 ,市场经济不是权宜之计 ,民主政治的建设也是一个漫长的过程 ,整合这二者是实现社会民主的一个基本前提。现行的民主制度 ,不管其性质如何 ,都承认平等、自由和法制等是民主的基本原则 ,而这些基本原则的产生都与市场经济的发展有不可分割的联系。我们需要寻找社会主义本质及特征的各种要素同市场经济要素的结合点 ,以满足市场经济发展对社会主义政治、法律与文化的需求。社会主义市场经济的政治需求 ,从根本上说 ,就是对社会主义民主的需求。市场经济为民主主体的出现和成熟创造了条件 ,但市场经济的建立和完善需要一个过程 ,民主主体的出现和成熟也需要一个过程。在民主主体发展成熟的过程中 ,市场经济起着特别重要的作用。

Since the market-oriented economy (MOE) is the trend of the Chinese socialist development, the social democracy should also be built under such a system. The MOE system is not a stopgap, nor is the reconstruction of democratic politics. The combination of these two is the basic prerequisite of the realization of the social democracy. The current democratic systems, regardless of their social features, all accept the equality, freedom and legality as the fundamental rules of democracy; meanwhile, the development of these basic rules has a close relationship with the development of MOE. So it is very important to find the inner link between the essential qualities and features of all elements of both socialist system and the MOE, so as to satisfy the needs of the MOE in socialist politics, legality and culture. The needs in socialist politics actually mean the needs in socialist democracy. The MOE can create the basic conditions for the formation of the subject democracy, however, there must be a long process for both the building and perfection of MOE and the formation and maturity of the subject of democracy. And MOE plays an important role in this process.
