建立科学有效的基层依法治理运作机制探析

Analysis of Establishment of Scientific Effective Operating Mechanism for Administration According to Law at Grass-Roots Level

在基层依法治理取得成效和经验的同时 ,也存在一些不足 ,表现在基层民主建设、基层经济建设以及社会治安综合治理等方面 ,因此 ,应当建立科学有效的基层依法治理运作机制。这就有赖于全国依法治国工作的深入发展 ,有赖于公民民主意识、法制意识的普遍提高 ,有赖于党的组织、行政机关及其工作人员依法办事作风的形成 ,有赖于完善人民调解制度 ,有赖于社会治安的进一步好转和社会主义精神文明建设的不断发展 。

There exist deficiencies in administration according to law at grass roots level in respect of democratic development, economical development and comprehensive treatmant of social security. Therefore, a scientific effective mechanism for the administration should be established. It lies in a deep going development of nation wide rule by law, a general enhancement of citizens' consciousness of democracy and rule by law, a formation of according to law working style of the Party organizations, administrative institutions and their officials, strengthening and perfecting people's mediation system, fourther bettering of social security and development of socialist spiritual civilization, and benign interactions and continuous development of the above factors.
