对WTO的反垄断与垄断两面性的思考

Monopoly & Antimonopoly:Thought about the Duality of WTO

垄断历来是低效率的代名词 ,反垄断由来已久。但由于完全竞争事实上的不可能性 ,垄断又无所不在。WTO反垄断的目的主要在于鼓励竞争 ,促进资源优化配置 ;WTO实施某些垄断的目的则主要在于鼓励发展新技术、鼓励创新。对于“涉世未深”的中国来说 ,加入WTO表明自己离世界更近了 。

Monopoly is always the substitute noun for inefficiency,and antimonopoly exists for a long time.However,monopoly exists almost everywhere for the impossible of complete competition.The main aim of antimonopoly for WTO is to encourage competition and improve rational dispose of resources,and its aim of enforcing monopoly is to encourage developing new technology and creation.For China,entering WTO shows that we close to world more and more near,and we should get even clear understanding of the organization and its regulations for our having little experience.
