我国国有资本代理制度的设想

A proposel on the Proxy regulations of Our State Capital

改革开放以来 ,国有资本或国有产权的管理体制已发生了很大变化 ,但由于传统体制的惯性作用 ,国有资本的运营机制并没有根本改观 ,还存在着诸多问题。而私有化并不是我国国企改革的惟一出路。所以 ,应改革国有资本代理制度 ,建立国有资本三层管理体制 ,完善国有资本的约束机制。

Managed system of state-owned capital or propertyright has changed greatly after reformation,but because of the inertial effect of traditional system,state-owned capital function do not change,which still have many problems.Privately owned is not the only way of state-owned enterprises reformation.So,the goverment should reform the substitutive system of state-owned Capital and build up three hiberarchy managed system of state-owned capital,and improve the restriction system of state-owned capital.
