俄罗斯的私立高等教育始于 2 0世纪初。即 190 5年沙皇尼古拉二世批准在俄建立大专性质私立学校的报告 ,从此正式拉开俄罗斯私立高等教育发展和日趋规模化的序幕。它和俄正规教育一起在提高国家综合教育水平和民众整体素质上发挥很大作用 。

Russian private higher education was established in the beginning of 20th century. In 1905, the Emperor approved the report about building private technical colleges in Russian. It was the start point for the springing and development of Russian private Higher education . They played an important role in improving the comprehensive quality of Russian, while the reform of Russian higher education borrowed much from their experience.
