随着科学技术的发展 ,原始性创新已经成为科技竞争的制高点。我国科技原始性创新能力薄弱已经严重地制约着经济和社会的发展 ,为此 ,必须从战略高度采取对策 ,不断提高我国科技原始性创新能力。

Original innovation has become the decisive factor in the competition of science and technology. The weak capacity of original innovation in science and technology has restricted China's economical and social development. Thus, it is strategically important to take measures to improve China's original innovation in science and technology.
