Specific Measures to Establish the Responsible Government

责任政府是指积极履行法定义务和职责、积极回应民众和社会的基本要求并能自觉承担政治、法律和道义责任的政府。它是依法治国的必然诉求,也是建设社会主义民主和法治国家的必要条件。在推进依法治国过程中,建设责任政府必须积极推进有限行政、法治行政、领导责任制、责任监督机制和公务员制度的建设和完善。

The responsible government is a government that performs the legal responsibility,positively re- sponds to the demands of the public and society,takes on the political,legal and moral responmsibility.This paper argues that the responsible government can be established by constructing limited administration,ad- ministration according to law,mechanism of leader responsibility,mechanism of responsibility supervision, and civil service.
