高校应利用自身优势 ,持续开展助学工程 ,建立各种特困生资助基金 ,以适当的方式投入再生产 ,形成持续性资助特困生的资金来源。协调解决高校贫困学生求学资金供应与需求扩展 。

Universities should make full use of their advantages in their sustainable development of financial aid program, and establish funds to assist poverty-stricken students. In some way the funds can be used for reproduction, thus it becomes the source of the funds and can solve the problem of more students and less funds and the contradiction between the development and fair principle.
