清代钦差大臣存在原因探析

Exploration into the Reasons for the Existence of Imperial Commissioner in Qing Dynasty)

钦差大臣是我国明清时期出现的一种适合中国封建社会晚期社会特点的特殊官职 ,在当时的各种社会生活中起着非常重要的作用。清代钦差大臣派遣的原因 ,主要是由于清代专制集权统治下监察制度的不完善、清代吏治的腐败与高级官吏经济犯罪增加、清朝政府加强对地方管理等因素造成的。

Imperial Commissioner was a special office in Ming and Qing dynasties that suited the needs of the feudal society and played an important role in the political life then. The reasons for sending imperial commissioners were many, among which were: 1 the imperfection of supervision system; 2 corruption of officials and increase of economic crimes of high-rank officials; and 3 strengthening control over local administration. Qing Emperors frequently sent out imperial commissioners to handle all sorts of business.
