江都市农村基层计划生育综合改革面临的主要难点是:工作基础薄弱、经费投入不足、税费改革中的减员、改制企业的计划生育管理、流动人口的管理。针对这五大难点,提出了分类指导、多渠道筹措资金、建立企业法人责任制等五条建议。
