可持续发展是指 ,既能促进人与自然的和谐一致又能保证后代的充分发展的永久潜力 ,既有利于社会、经济、生态等的全面发展又不损害国家主权的发展。它既是一个目标又是一项权利。可持续发展的概念将对现代国际法乃至人类文明的发展产生深刻而深远影响。
Sustainable development is the development which both promotes the harmony of people and the nature and safeguards permanent potential of future generations to full development, and which favours full development of society, economy, ecosystems and does not infringe the state sovereignty. It is both a goal and a right. The concept of sustainable development will have deep and profound impact on the contemporary international law as well as the human civilization.
