确立科学的公平观,坚持公平与效率的统一

The Establishment of Scientific Mentality of Fairness and the Adherence to the Unityof Fairness and Efficiency

公平是对人与人之间的地位及其相互关系(主要是经济利益关系)的评价,它表达的是人们对一定历史条件下人与人之间经济利益关系的合理性的认同。公平与效率呈正相关联性,二者相互依赖,相互促进。正确的公平观应该以在一定历史条件下促进经济效率为客观标准,在我国现阶段社会主义的公平观应以促进社会生产力的发展和最终达到共同富裕为基本原则。机会公平兼顾结果公平的公平观符合这一基本原则,并与社会主义市场经济体制相适应,与社会主义本质相符合,能够促进社会主义社会经济效率的提高。

Fairness is an evaluation to judge interpersonal position as well as relationship, especially economic relationship. It shows the consensus people have reasonably reached as to the share of economic gains in a certain historical condition. Fairness and efficiency are definitely interconnected, one relying on other for dependence and advancement. An objective criterion of the idea of fairness is to advance economic efficiency in a certain historical condition. In China, the current socialist idea of fairness is to accelerate productivity in society with a view to reaching the ideal of helping all people get rich. The idea is in conformity with the basic principle of equal opportunity and equal result for all people, which in turn is also compatible to the system of socialist marketoriented economy and the nature of socialism, thus promoting the efficiency of socialist marketoriented economy.
