根据我国工业化的新格局与社会保障制度改革的实际进程 ,目前 ,我国应该建立相对独立的面向乡镇企业 (小城镇 )从业者的社会保障体系 ,以适应我国城乡社会结构转型的客观需要 ,推进农村社会保障体系的规范化改革 ,保证城市社会保障体系的顺利进行。从长期看 ,面向乡镇企业 (小城镇 )

In the new pattern of industrialization and realistic process of social assurance system all over the country, a relatively independent system of social assurance should be established to serve for practitioners in rural enterprises, so as to meet the objective needs of the change of social structure and to improve the smooth performance of rural social assurance system. In the long run, the social assurance system for practitioners in rural enterprises must be counterparts with that for practitioners in urban enterprises.
