论程序政治——对我国民主道路的新探索

On Procedure Politics --New Research on the Democratic Road of China

政治程序有传统政治程序和现代政治程序之分。程序政治是基于现代政治程序而运作的民主政治 ,它有静态和动态两种表现形式。程序政治具有自律约束、监督控权、协调稳定和修正弥补四大基本功能。它在现代民主政治中占有重要的地位。基于对程序政治的功能和地位的分析 ,并结合我国政治民主化的特点和现状 ,今后一段时期我国政治民主化的重点应转向程序政治建设。

Political procedure can be classified into traditional and modern political procedure. Procedure politics is democratic politics based on modern political procedure, which manifests itself in dynamic or static state. With its four fundamental functions, namely self restrain, supervision and control, coordination and stabilization, revision and remedy, procedure politics plays an important role in modern democratic politics. Based on the analysis of the functions and roles of procedure politics, the features and the current state of Chinas political democratization, the author points out that in the coming period, the focus of the countrys political democratization should be shifted to the construction of procedure politics. The paper then go further into the basic train of thought concerning the construction of procedure politics in China.
