It is an urgent task to construct a social protection system that links up with the rules of WTO. There are a lot of difficulties in modifying the social protection system, and it is not easy to link up with the rules of WTO. We must cope with and resolve it carefully, in order to increase the capability against risks in the urban social protection system, and make it to be more suitable fore the rules of WTO.
