Globalization and the Labor Welfare Security Policy in China

在全球竞争中 ,过分强调劳动力的价格 (比较优势 )是不对的 ,重要的是提高劳动者的综合竞争能力 (竞争优势 ) ,而劳动者的竞争优势是由其价格和素质两方面组成的。随着全球化的发展 ,面对更加激烈的竞争 ,我国应该采取积极的劳动保障政策 ,提高劳动者素质 ,同时继续举办基本的福利 ,保障劳动者的基本生活水平 ,使我国劳动力在全球市场的竞争力得到提升 。

It is improper to overstate labor price (or comparative advantage). Rather, it is more important to improve the workers' comprehensive competitiveness (competitive advantage), which comprises price and labor quality. Following the progress of globalization with even more heated competition, the country ought to adopt active labor security policies and upgrade its labor force and the start up fundamental welfare facilities to ensure workers a basic living condition so as to improve the competitive power of its labor force in the world market and thus stimulate its economic development.
