While seeking the maximization of economic develop- ment target, the key problem, with which the world is facing, is the 'energy-saving' and 'environment protection', through the analysis and calculation of low pressure steam charcteristic, the author tries to indicate that the 'energy-saving' does not definitively means the high level energy-saving, and also does not means to adopt 'high science and technique' measures.
