Along with the development of market economy and the embedding of the higher education innovaton,it came true for the higher education that the resources could initially achieve the optimized allocation and could take advantage of each other.And the higher education has entered a new stage of popular education from the excellent education.Meanwhile,some new condition and new problem have appeared.This paper discussed how to exert influence for the grass roots party organizations of colleges and universities,on training college students' integrated accomplishments.
