水利工程实行“业主制、招投标制、监理制”之后 ,对业主提出更高的要求 .通过以红卫水闸为例 ,介绍了红卫水闸施工管理中针对“三制”要求 ,业主所做的主要工作 ,说明了实行“三制” ,科学管理的必要性 ,也阐述了业主应注意的主要问题 .

After the implementation of owner system,bidding system,Supervising system in water conserving project,the demand for owner is more higher.This paper introduces the main work which the owner must do to the demand of three system in Hongwei sluice struction management,explains the necessity of the implementation of three systems and scientific management,also expownds the main problem which the owner should pay attention to.
