要从根本上遏制农民收入增速减缓的趋势 ,大幅度增加农民收入 ,就必须用全新的理念和思路 ,认识和指导新阶段农村经济结构的战略性调整。应以“三个代表”重要思想为指导 ,重视解决好各级领导干部和农民群众思想观念的更新 ,解决资金问题 ,解决投资与发展环境问题 ,解决领导工作不到位问题 ,在加快调整中防止“三种倾向”

In order to control the sluggishness in the improvement of peasants' income, we should adopt a completely new perspective and way of thinking so as to meet and guide the strategic adjustment of the rural economic structures in the new stage. 'The Three Represents' can serve as the guidance for both leaders and peasants in updating the modes of thought in solving the problems such as financing, investment, developmental environment, and the leaders' insincerity and carelessness in their work. More over, 'the three tendencies' should be avoided during the process of adjustment acceleration.
