资金短缺是株洲市城市污水处理建设缓慢的重要原因。运用经济杠杆 ,征收一定排污水费 ,借用国外资本、民间资本等 。
Shortage of fund is the main reason contributing to the delayed urban waste water treatment.Economic leverage should be used,charge for discharging waste water should be collected,and the overseas and private capitals should be introduced as an effective funding source.
