摘要
该文针对目前我国对耕地估价异常激烈的讨论 ,分析了在我国耕地估价实践中较为流行的几种估价方法及其在应用中存在的优缺点 ,指出估价中存在着的“完美主义”和“平均主义”两种研究思路 ,提出了“优势综合”这一新的耕地估价思路 :以标准地块法为框架模型 ,以分等定级成果为估价基础 ,以收益还原法为关键环节 ,构建了RRM综合估价模式———定级 收益还原综合估价模式 (Rating RevenueintegratedModel) ,并在北京市门头沟区进行实地验证。结果表明 :RRM综合估价模式改变了以往以独立的估价方法求取地价的思路 ,解决了单个方法暂时难以解决的问题 。
Based on the analysis of the cultivated land appraisal methods, it is pointed out that there exist two thoughts as 'perfectionism' and 'equalitarianism' within researches of land price appraisal, both of which have their advantages and disadvantages in land appraisal practices. To calculate the true price of cultivated land in China, it is argued a new research approach incorporating the advantages of several existing appraisal methods should be set up. Therefore, this paper presents the rating revenue integrated model (RRM), a new synthetic model for cultivated land appraisal that combines with advantages of several land pricing models at present. The empirical results from the Yongding Township by employing this new model indicates that RRM has great significance in practices of land appraisal of China, which can resolve several problems couldn't be solved by single model.
