大别山区六安瓜片名茶资源保护与开发问题研究

PROTECTION AND DEVELOPMENT OF LU'AN GUAPIAN FAMOUS TEA RESOURCES IN DABIESHAN MOUNTAIN

中国是茶树的原产地 ,也是世界上最早发现和利用茶的国家 ,名茶在中国茶叶发展历史中有着特别重要的地位。大别山区六安瓜片是中国十大历史名茶之一 ,具有优质的茶生地环境、优良的茶树品种和深厚的历史文化底蕴。论文在六安瓜片全面调查的基础上指出 :六安瓜片历史品牌流失严重 ,茶生地环境面临恶化 ,现行农村土地政策制约了瓜片产业化发展 ,瓜片扶持资金存在问题较多 ,茶基地建设和技术服务体系不健全。论文提出要加快农村土地承包使用权流转 ,促进瓜片产业化发展。引入招投标机制 ,确保茶地基础设施建设和管理的优质高效。以GAP制度为标准建设茶叶生产基地 ,实现六安瓜片生产与质量管理的规范化和国际化。实施品牌发展战略 。

China is the origin of tea tree and is the first country in the world to make use of tea, especially famous tea which has played a significant role in China's tea developing history. The main concern of this paper is devoted to tea development in Lu'an city of An'hui Province, where is abundant in Lu'an Guapian tea resources that is one of the ten historical famous teas in China. Based on overall investigation on Lu'an Guapian tea resources, the paper presents main problems confronted with development of Lu'an Guapian tea, which include: (1) the brand value of Lu'an Guapian hasn't been well recognized; (2) the environment for tea plantation is getting deteriorated; (3) the current policies involving in the agricultural land use, the relief funds management and supervision, and the imperfection of service networks has not provided favorable conditions for tea development, and thus hinder the tea industrialization. Therefore, to speed up the development of Lu'an Guapian tea, it is necessary to adjust the rural land policies, especially by facilitating the transfer of land contract right, to guarantee the quality and profit of capital constructions by importing public biding mechanism, to standardize and internationalize Lu'an Guapian production, to develop and deepen the brand awareness of Lu'an Guapian tea.
