Causation,contingency action and mediation of compensation by the oil recovery action of '11.14' oil spill poullution accident happened in the Humen sea-route of the Pearl river is summarized.A series of matter responsed by the accident's treatment is proposed.The appropriate countermeasure to the matter is described.
