国外私人水坝安全管理政策及其对我国的启示

Safety Management Policy of Private Owned Dams in Foreign Countries and Its Inspiration to China

小型水坝数目多 ,分布广 ,安全管理困难。笔者研究了西方发达国家的私人水坝管理政策的基本准则、主要内容、管理方案的选取等问题 。

Small dams are numerous and widely distributed, which are difficult in their management. The basic criteria, main contents, and the choice of management schemes of the safety management policy of private owned dams in developed countries are studied. At the transition period of dam property to the market in China, some suggestions for safety management are made.
