水生态恢复的经济学思考——对海河流域水生态恢复研究的几点建议

水生态恢复是恢复并维持退化水生态系统的服务功能的人类经济活动。导致水生态系统退化的原因多种多样,而人类经济活动的不当是主要的作用因子。在研究海河流域水生态恢复的过程中,有必要对传统不合理的水事经济制度诱发水生态系统退化的机理和过程开展系统研究、对水生态恢复目标预期可能实现的经济效益进行认真评价以及对推动水生态恢复的水权制度和排污权制度改革提出构想,同时探讨一下水生态恢复产业化的政策框架和机构设置。

Aquatic ecological rehabilitation is a human economic activity with service function to rehabilitate and maintain degenerate aquatic ecosystem.The reasons leading to the degeneration of aquatic ecosystem are various and the mismanagement of human economic activities is the major factor.In the course of research on aquatic ecological rehabilitation in Haihe River Basin it is necessary to develop systematic study on traditionally irrational water economic system inducing the mechanism and process of aquatic ecosystem degeneration make a conscientious assessment on expectedly realizable economic benefits from the aquatic ecological rehabilitation targets propose the reform framework of water rights system and discharge right system for aquatic ecological rehabilitation and discuss the policy framework and organizational institution of aquatic ecologicalrehabilitation industrialization.
