摘要
文章给出科研管理有效性的二次相对测评方法,消除由于客观基础条件的优劣造成的影响。
The binary relative evaluation method, which is presented in this thesis about the availability of science and technology management, can eliminate the effect concerning the objective situation, thus to materialize the efficiency because of the enhancement of management level through the people's subjective efforts.
