In order to resolve the competition, improve the efficiency of water use and reasonably allocate water resources, it is an efficient and effective approach to allocate water rights and establish water markets. The study emphatically includes property features of water rights, classification of water rights, principles and legal procedures for initial allocations of water rights, and types and roles of water trading etc. Some suggestions have been put forward for water rights trading and water market establishment.
