The problem that how to appraise the construction engineering quality and how to create quality engineering is introduced. The construction method 'three-wire and one dependence' is proposed. In this project through strict construction progress, uniform testing, checking on raw materials and other methods the time of project is reduced and the construction quality is enhanced.
