西部民族地区的现代化正处于由前现代化阶段向现代化阶段转变时期 ,这是介于“传统社会”和“起飞”阶段之中的一个承前启后的重要阶段。制度创新是西部民族地区克服后发展负面效应的关键途径。西部少数民族地区要依靠国家政权体系的力量 。

The western national regions are in a transition from premodernization to modernization. It should be pointed out that system innovation is a key approach to overcoming the negative effect of late development; therefore, the innovation should be realized with reliance on the state power system.
