作为市场竞争主体的国企 ,在新的世纪里 ,必须对人力资源进行有效的开发 ,聚集各类人才 ,构筑自己的“以知为本”、靠“人才兴企”的新优势 ,在人才争夺战中成为“赢家” ,获得比较理想的人才资源与物质资源相聚集的效应 ,求得生存、实现可持续发展。
