本文利用项目管理统计预测的原理和方法 ,根据河南省实施世界银行贷款森林资源发展与保护项目的有关资料数据 ,简要分析了项目的经济效益和社会效益 ,并提出了利用贷款实施营林项目较使用自有资金更能增加经济效益的根据。

According to some data resulted from the practice of FRDPP in Henan province,by using the principal of statistics and forecast,this article briefly analyses and appraises economic and social benefit of FRDPP, and also provides the reference for the view that will make much more benefit by credit than by own funds.
