摘要
Protection of new plant varieties has been long neglected in China, which has already restricted agricultural technological renovation, and influenced export of Chinese agricultural products. The current scientific and technological management system is not favorable for the output of right of new plant variety, and high cost of protecting new plant varieties directly results in agricultural researchers' ignorance of right of new plant variety. Major causes were concluded as poor intellectual property awareness of peasants and agricultural researchers, government-arranged system for agricultural scientific and technological management, and hardship in safeguarding intellectual property due to the particularity of agricultural technology. In view of these problems, Chinese agricultural scientific and technological management system should be reformed, protection system of new plant varieties improved, more efforts devoted in protecting the right of new plant variety and also the owners' interest.
