分析了农业科研成果转化、推广的主要制约因素。提出农业科研单位创办或联办的科技企业是转化和推广农业科研成果的主力军 ,以企业来带动成果的转化是目前农业科技成果推广的最有效途径。在此基础上 ,提出了农业科研单位应采取“一院两制”的形式 。

The author made a analysis of the restricted factors of the transform and popularization in agricultural scientific research achievements. The main force in the transform and popularization is the science and technology enterprises established by the unit in agricultural scientific research. The transform in achievements driven by unit is the most effective channel. The approach of 'one academy, two systems' can bring the success in structure reform.
