This paper reviews the development process of modern middle and low orbit satellite mobile communication system and the existing problems during the development, comprehensively analyzes the requirement for mobile satellite system from various industries and departments, forecasts the developing prospects and proposes developing policy for satellite global mobile personal communications system (GMPCS).
