基于平衡计分卡法构建三级综合医院绩效指标体系实证研究 被引量:7

摘要 目的运用平衡计分卡方法建立我院绩效考核指标体系,并采用加权TOPSIS法对绩效考核指标应用效果进行综合评价。方法采用文献法和专家咨询法,根据平衡计分卡理论确定绩效考核指标体系,使用优序图法确定各指标的权重,运用加权TOPSIS法对近5年的绩效考核指标进行综合评价。结果最终建立的绩效考核指标体系包括4个一级指标,7个二级指标和34个三级指标。2009年的C值为0.2499,2010年降低为0.2100,为5年中的最低水平,2011年为0.3344,2012年的C值提高到了0.6307,2013年达到了0.7443,为5年中的最高水平。结论平衡计分卡作为一种新型的绩效管理体系,提升了我院综合绩效水平,值得继续深入探索、实践并不断改进和完善。 Objective To build the performance evaluation indicator system based on the Balanced Score Card,and then compre-hensively evaluate the application effect of these indicators by using weighted TOPSIS method.Methods The performance evaluation indica-tor system was determined by using the literature research method and Dephli method based on the Balanced Score Card.The superiority chart was used to determine the weight of each index,and the weighted TOPSIS method was used to comprehensively evaluate the performance eval-uation indicator for the last five years.Results The performance evaluation indicator system included 4 first class indicators,7 second class indicators and 34 third class indicators.The value of C from 2009 to 2013 was 0.2499,0.2100,0.3344,0.6307 and 0.7443,respectively;the lowest level was in 2010 and the highest in 2013.Conclusion The Balanced Score Card is a new type of performance management sys-tem,which can enhance the comprehensive performance level of hospital.Therefore,it is worth further exploring,practicing and constantly improving and perfecting.
