摘要
通过人力资源健康状况及人员文化素质状况分析 ,指出陕西省在人力资源的引入、开发、利用方面存在的问题 .提出从转变观念入手 ,营造良好的用人环境 ,采用绩效、物质、精神激励、民主化管理等措施 。
Based on the reseach on the physical conductions and cultural qualities of the human resources,the current problems in attraction,development and management of the human resources in Shaanxi province are discussed in this paper.As a suggestion given herein,in order to attract high quality personnels and give rein to their abilities,the adminitration should change their ideas and concept as the first step.Secondly,a favourable environment should be made through the application of inspiring management,including material, spiritual and payment aspects.
