从电力企业自然垄断的客观规律性及所产生的问题分析入手 ,对我国电力企业的产业化分割和政府管制进行研究。研究认为 ,建立有序的市场和充满活力的经济 ,就必须对“电力生产企业”实施电价规制 。

Started from the objective regularity of natural monopoly of power enterprises and their problems, this research made a detailed study of industrial partition and government control. It is believed that in order to build an ordinal market and powerful economy we must implement reform and enhance electrovalence regulations.
