文章认为杨增新统治新疆时期,其苏俄中亚政策,经历了一个从在俄国内战中严守中立,到与苏俄中亚新政权合作直至全面发展关系的过程。这一政策的推行、演变是从维护新疆实际利益出发的,是相对独立于当时北京中央政府的苏俄政策的,同时它对中苏邦交的建立客观上起到了先导作用。

The paper holds that Yang Zengxin' s policies toward the Central Asia of Russia and the Soviet Union are characteristic of holding strict neutrality during the Russian civil wars, exploring to set up and to developing cooperative relations with the newly established Soviet Central Asian governments. And his purpose of making and carrying - out the policies was to maintain the interests of Xinjiang and was independent of the then central government in peking and in fact it performed a precursory role in the establishment of Sino -soviet diplomatic relationship at the time
