Publicity: the Common Paradigm of Public Policy Analysis

公共性是公共政策形成的逻辑起点 ,是公共政策分析的理性取向。公共性是公共政策的元属性 ,一般表现为公正性、公平性和公开性三个基本维度 ,是公共政策问题分析、制定分析、执行分析、评估分析的价值基础和精神内核。“公共性”的缺失必然违背公民意志 ,损害公众利益 ,扭曲公共政策。因此 ,对公共性的认识和理解是公共政策研究的必然要求 。

Publicity is the logical basis and rational tendency of public policy. And it is also the meta-character of public policy , which often appears three dimensions: equity, fairness and openness. Publicity is the value foundation and central spirit of problem identifying, implementing and assessing public policy. The absence of publicity will go against the will of the public,destroy their interest and, betray the public policy. So the academic analysis of publicity is an inevitable demand on studies of pubic policy, and at the same time it's the fundamental premise of processing and practicing publib policy.
