城乡区别的二元管理体制人为地从政治、经济和文化等方面把中国社会分割为城市和乡村两块 ,阻碍了中国农业、农民和农村 (三农 )的发展。中国现阶段改革二元体制的条件已经成熟 ,如果让三农大胆地走三化之路 ,也就是农业产业化、农民市民化和农村城市化 ,三化互相支持配合 ,就可以消减二元体制 。

The two-factor system of the separation of city and village divides China society into two parts from all aspects such as politics, economy and culture. The key factor of 'Three Nongs' development lies in the reform of the two-factor system. With the development of productivity, the conditions of reforming the two factor system has been mature. Let the 'three nongs' take the road of three changes that is the Three changes advance side by side ,co-operate and support one another. Thus, it can diminish the influence of the two-factor system and promote the development of 'Three Nongs'.
