当前国际国内的复杂形势、以德治国、法德并举治国方略的实施和社会道德建设出现滑坡的不良局面 ,迫切要求加强领导干部道德建设。作为一种特殊的职业道德和高层次的社会道德规范 ,领导干部道德建设应该坚持把一般性要求与特殊性要求结合起来、把先进性要求与广泛性要求结合起来、把继承优良传统与坚持与时俱进结合起来 ,在理论与实践、法治与德治、道德自律与法的他律之间找到自己的最佳契合点。《领导者道德建设论》

At present, it reguires urgently to strengthen the leading Cadre's moral construction as to which the poor situations come from the international and national complicated situations, and the national management by morality, and the practice of the national management's plan by morality and law, and the degrading in social moral construction. As a special vocation morality and the highest level of social morality, the leading cadre's moral construction should insist on integrating the general request with the special one; and the advanced request with, the persistence in advancing in time, and should find own most integrated-point between such as the theory and the practice, the law-management and the morality-management; the internal restraint by morality and the external restraint by law.
