The rapid development of the science and technology has promoted vigorously the modernization course of the editing body.The academic periodicals of the higher colleges has been plying an important medium role in the course of the transforming of the scientific achievements.The editing body itself,which is bearing the tasks of the dissemination of the transforming,shows its importance especially in the scientific spirit and quality.Scientific methods in the activities of the science researches and the progressive inner quality of the science spirit are the important parts of the modernization conscientiousness.To fill in the new scientific spirit in the editing body and to euhivate noble scientific quality will be good to the socialization of the scientific achievements and to the enhancement of the quality of the academic periodicals.
