农村城市化:“苏南模式”与“珠江模式”比较研究

RURAL-URBANIZATION: "SOUTH JIANGSU MODEL"COMPARED WITH "PEARL RIVER MODEL

“苏南模式”和“珠江模式”分别为我国江苏南部地区和珠江三角洲地区的农村经济发展模式 ,同时也代表了我国两种典型的农村城市化模式。文章首先探讨了“苏南模式”和“珠江模式”的农村城市化特征和趋势 ,然后从乡村工业化、农村剩余劳动力转移等角度对两种模式下农村城市化的机制进行比较分析 。

South Jiangsu and Pearl River Delta are the two areas where the rural-urbanization has been in the highest speed and kept ahead in China. But the character and dynamics of the rural-urbanization in these two areas are very different, which therefore are called 'South Jiangsu Mode' and 'Pearl River Model' respectively. The paper analyses characteristics of the rural-urbanization of the two models: (1) rapid overspreading of built areas; (2) the quality of urbanization has been lagged behind the quantity, and conclude the current trends of them:(1) rural-urbanization becomes more centralized and the size of town larger; (2) the development of social service and infrastructure is more rapid; (3) governments are making more effort to strengthen rural-industries. Then the paper contrasts the dynamics of the rural- urbanization between 'South Jiangsu Mode' and 'Pearl River Model' from two aspects: (1) Rural-industrialization; (2) translation of rural surplus labor forces. It points out that the impetuses of 'South Jiangsu Model' are the rural collectivity capital and local government while the 'Pearl River Model' the foreign capital and the national favorable policies, which is the most cause of the difference of the rural-urbanization process between the relevant two areas. Further, the paper notices that the dynamics of such two models direct to homology. At last, the paper puts forward several strategies according to the main problems that will hinder the rural-industrialization from going further: (1) encourage concentrate development on some potential sites;(2) improve the local economic competitive ability;(3)enhance the development of public utilities; (4) improve the quality of labor forces; (5) advocate to build ecological-town.
