基于平安校园建设的高校安全管理体系构建——以西安欧亚学院为例

Management System Construction of the Safe Campus: Taken Xi'an Eurasia University as an Example

为了加强高校校园安全管理、实现平安校园的建设目的,西安欧亚学院展开了高校安全管理体系建设。经过多年的实践探索,形成了以预防为主的风险管控体系;通过新生军事技能改革、安全教育模式改革、技术手段防范、校园交通管理4个方面开创了校园安全治理模式的创新。在业务、服务和应急3方面形成规范的标准化运行体系,形成了以安全预防和服务保障为核心的安保工作定位。

Xi’an Eurasia University has launched a safety management system for universities in order to strengthen the safety management of university and achieve the goal of building a safe campus. After years of practice and exploration, it formed a risk control system based on prevention. The campus safety management innovation model has been established through four aspects such as reform of freshmen military training,reform of safety education model, prevention by technical means and campus traffic management. The safety management system concerned with prevention and service is composed of a standardized operating system in terms of business, service, and emergency.
