认真研究并积极吸收借鉴国外社区照顾的经验 ,发掘中国传统文化中的福利思想与实践经验 ,通过政府和民间力量的结合来发展社区照顾 ,对我国的社会福利发展有积极的促进作用。

A serious study and absorption of the experience in some foreign project of community care will be actively helpful to the development of China's social welfare. Meanwhile, we also ought to probe the welfare thought and some practical experience in the Chinese traditional culture. In a word, the development of social care has to be conducted with a combination of the powers of both government and non-government.
